History of how the assessment developed
Occupational health accidents not only give damage to workers' lives and health, but they also heavily give damage to employers' operations. When an accident happens, a large sum of money is required to repair the damage and production activities are forced to be halted temporarily, and sometimes managers and owners have to take responsibility. Depending on the cause of the accident, the company may face criticism from society. Against this background, there is momentum inside
Japan
for the country to define its own original standards and to put them into actual use. Such industries as automobile, construction, chemical, shipbuilding, and electric appliances are currently studying the possibilities.
The basis for that is OHSAS18001:1999 which is an international standard.

Aims and Contents of"OHSAS18001"
Objective for Establishing OHSAS18001

1. To minimize risks for employees and other people
2. To support a company/organization to establish credibility in the market
3. To improve business performance of a company/organization
4. To be operational in any company/organization regardless to its size or business
5. To complement the existing management systems and to enable integration with ISO9000s and ISO14001

In other words, it is a tool for improving business performance and supporting responsible organizations by minimizing risks for those who work within an organization and by minimizing risks of accidents for managers. The standard is intended to help company/organization managers to perform risk management, minimize risks and prevent risks in the future.


Outline of OHSAS18001

Just like ISO9000s and ISO14001, this management system consists of a voluntary standard related to companies/organizations occupational health and safety.We aim to improve this system continuously by carrying out PDCA. Establishing OHSAS18001
Establishing OHSAS18001As Table 1 shows, by being referred to ISO9000s and ISO14001 management systems which have been already established or are now being established, an OHSAS18001 management system is completed when
1. the owner clarifies the policy involved in OHSAS18001, 2. the company’s/organization’s leaders examine the Industrial Safety and Health Law and other documents stipulating requirements and identify their own risks, and 3. responsibilities and items that are to be performed are applied to OHSAS18001 by replacing “quality management system”and“environment management system”with“OHSAS18001.” Thus, manuals and procedures can be integrated into the systems of ISO9000s and ISO14001


Effect of obtaining OHSAS18001 Certification
Each company/organization is already managing occupational health and safety. But by making it into a management system,

1. responsibilities and authorities will be clarified,
2. risks which a company/organization should deal with will be prioritized, and
3. items to be performed in accordance with (1) and (2) will be clarified. Therefore,

occupational health and safety can be managed clearly,
accident prevention will be improved.
